That has to do with the functionality of the admin VIP authentication panel. I don't have it, but I'd imagine that there doesn't exist an option to set a user as "lifetime" and that it requires an input of a specific date for which the user is valid to. The date is arbitrary.

Correct. Its just a random date that we punch in. It will be reset in a few years when it needs to be. I think now we use 01/01/2012.
