I dunno about on console, but getting nuke without hacking is very easy in MW2 for PC if you use the right kill streak rewards(predator, chopper gunner, nuke). My fastest is like 20-30 seconds without hacks.

Very true, especially with the right strategy. On the 360 my fastest was < 1 minute on terminal.

Of course, its a hell of a lot easier to get the nuke by just having to walk to the enemy lol
