The main part of the hacks is probably in Delphi. But what about the 64-bit portion?

What are you asking exactly?

I remember they said the CD is coded in C/C# not sure about the hacks though.

None of our developers use Delphi.

There is no difference in the languages used between 32 and 64bit platforms, most mainstream compilers/linkers can comfortably generate code for both.
